It was built according to the design of the architect Konstantin A. Jovanovic as an administrative building of the National Bank of the Serbian Kingdom in 1889 and between 1922 - 1925. It was erected on an uneven terrain lot of five sides like an enclosed renaissance palace with a patio in the interior. There is a basement, ground floor, three upper floors and an attic. It was built in a classical style with massive brick walls. All the facades are covered with cast stone. The interior is richly decorated with stucco plastic, marble and wood panels.
All the interior design drawings of all the details, doors, windows, stucco decorations, panels and furniture were done by the architect himself. The shape of the building was based on renaissance motifs and everything was done consistently to those principles. As one of the rare examples of its preserved shape and purpose, the building is a representative of Serbian academic architecture and the last work of our most significant architect and artist Jovanovic.
