The Federal Assembly Building architectural design was done by an architect Jovan Ilkic. The King Petar I laid the cornerstone in 1907, but the works continued as far as 1936. The final works on interior decoration and furnishing, as well as the area around the building were done according to the design by an architect Nikola Krasnov 1935 - 1936. The works were completed in October 1936 under the supervision of the Ilkic's son, Pavle.
The building is in a neo-renaissance style with rich interior architectural and artistic ornamentation done by the most eminent artists and craftsmen of the time. In 1939 a monumental sculpture was placed in front of the main entrance, a group "Playful Black Horses" by a sculptor, Toma Rosandic.
In this building, in 1945, a Constitution was passed and the republic declared, and in 1961 held the First Conference of Non-Aligned Countries. The 5 October 2000 becomes a symbol of changes.
